National Occupational Standards -
Steering Committee
(Notes from meeting)
- The title of the suite was discussed but no final decision reached. The title should not include the word “Managing” as this may lead to the assumption that the standards are only for managers. It was suggested that the title could include:
• “In the workplace” rather than “work-related”
• “Conflict resolution”
• “Prevention”
- It was agreed that the Definitions and Key Words should be included as one Glossary for the whole suite. Also, that the definitions need to be checked and in some cases revised. It was agreed that this should be undertaken once the performance criteria and knowledge requirements have been revised to ensure that the glossary contains all the required terms. Where definitions are taken from specialist sources they should be acknowledged.
- Legislation – it was agreed that it would be best to refer to “current and relevant legislation” to enable the standards to have application in all workplaces and to remain current.
- It was agreed that any national occupational standards (NOS) relating to stress would be better placed within the NOS for Health & Safety.
- All present agreed that the inclusion of NOS relating to Equality and Diversity would be very welcome within this suite. It was noted that there is a unit available within the NOS for Personnel which could possibly be imported.
- During the consultations a suggestion had been made to include standards relating to information sharing and data protection. The meeting agreed that the standards could signpost to other information, or NOS (possibly Personnel or IT NOS), but that including new criteria was not necessary. It was suggested by this meeting that NOS relating to “Confidentiality” may be more relevant – NOS may already be available.
- Standards for identifying and managing bullying had been suggested in consultation feedback. The meeting agreed that these may be better placed within the suite for Personnel.
- Physical Skills should be mentioned in the standards, but it was considered that these are often sector related. It is possible that the NOS managed by Skills for Health, Skills for Justice and Skills for Security may include such standards. The review should consider including NOS for “break away” and “restraint”.
- Lone working - within the H&S NOS this would be covered by risk assessment. However, the MWRV NOS could include coping strategies for individuals.
- Additional areas which were agreed to be worthy of further consideration are:
• Relationships with external organisations/police
• Phone rage and verbal abuse
• Recording incidents to enable patterns to be identified
• Crime scene preservation
- It was considered that Recruitment of staff for jobs which have a risk of conflict would be covered in the Recruitment NOS and that sick absence relating to this area would be covered by the Personnel NOS.
- Near Misses – it was agreed that reaching a clear and adequate definition for near misses would be almost impossible. It was therefore suggested by the meeting that this should not be included.
- Some consideration should be given to the standards relating to body language – both of the individual creating the conflict and the person who is trying to resolve it.
- The sequencing of the units could be improved to make them more logical. Possibly grouped for managers and individuals.
- In Element W7.2 there is currently reference to making recommendations – this is not appropriate for many individuals.
- The units (W7 and 8) relating to protection of yourself should be reworked to have flow which is more relevant and clear. Further consideration of this required.
- Between units W6 and W7 a unit for “Situational Awareness” is suggested.
- It is possible that one section relating to “reviewing and recording” may be sufficient for all purposes.
- Element 10.1 – Performance Criteria (PC) 1 – remove this PC.
